About the speakers

Andrew Lam is the Managing Director of the firm, with overall management and development roles for BDO in Hong Kong. In addition, as an International Liaison Partner, Andrew is in constant communication with BDO offices round the globe looking after the service needs of inbound and outbound BDO clients.

Andrew has extensive experience in the provision of professional services and in the overall management of sizable professional practice. 

Andrew was trained and qualified as a Chartered Accountant in the United Kingdom. He has accumulated over 30 years of public practice experience in major international accounting firms.

Angelina Kwan is a Hong Kong–based financial services executive, a former regulator, and the Chief Executive Officer of Stratford Finance, a boutique consulting firm specialising in regulatory, operational, licensing and technology advisory services for financial institutions and digital asset businesses. Stratford Finance supports clients in navigating complex regulatory environments, strengthening governance frameworks, and building resilient operating models across traditional finance and the Web3 sectors. 

A seasoned finance professional, Angelina has held senior leadership roles at leading global institutions, including Hong Kong Exchanges and Clearing (HKEX), the Securities and Futures Commission of Hong Kong (SFC), Cantor Fitzgerald, and IMC Asia Pacific. She has also held senior executive and advisory positions in the digital assets sector, including Senior Advisor, Group Chief Operating Officer, and Group Chief Risk Officer roles at organisations such as the HashKey Group and BitMEX, as well as leadership roles at major digital asset exchanges. 

In addition to her executive career, Angelina serves on a number of public and non-profit leadership roles. She is the Chair of The Women’s Foundation and a member of various Hong Kong Government boards and committees, including the New Business Committee of the Financial Services Development Council. She also serves on the boards of the Ebenezer School for the Blind, University of Wollongong Hong Kong, Web3Harbour, Chevalier Hong Kong, and Zurich Life Insurance. 

Angelina is a Certified Public Accountant in the United States, Hong Kong, Australia, and New Zealand. She holds degrees in finance, accounting, business, and law from the University of Southern California, Pepperdine University, the University of Hong Kong / Manchester Metropolitan University, and Harvard Law School.

Mr. Chin heads the Risk Management and Internal Audit Function at the Sino Group. Prior to joining the Sino Group in 2024, he was a Managing Director and the Head of Internal Audit Function of Morgan Stanley Asia where he spent more than 20 years with the firm in the region. Over his 30 plus years of professional career in audit and risk consulting, Mr. Chin has been based in Kuala Lumpur, Beijing, Singapore, Tokyo, and Hong Kong, working with regulators and senior management at C-suite and board level to improve governance, internal control, and risk management practices.

Eric Pat is a director of the firm and Head of Deal Advisory. 

Eric has extensive experience in providing valuation services, serving both privately-held and listed companies in Hong Kong and Chinese Mainland.

He leads a team that specialises in the valuation of businesses, financial instruments and intangible assets for the purposes of financial reporting, transaction support, and litigation support.

Frank Ip is a technology and risk management veteran with over 30 years’ experience in financial services, cyber security, telecommunications, and data centers operation. He has held senior roles including Head of ERM at Hang Seng Bank and Senior Operational & Resilience Risk Steward at HSBC, Member Staff of the CTO Office at Huawei Technologies, and Senior VP at CITIC Telecom CPC.

In addition to his corporate leadership, Mr Ip has co-founded and served as a senior executive in multiple Silicon Valley start-ups, supporting business growth through IPOs and acquisitions. He has led global teams across Asia, Europe, and North America, working closely with CIOs, CTOs, CISOs, and business leaders to enhance operational resilience and reduce risk exposure.

Frank holds a degree in Electrical Engineering and Computer Science from the University of California, Berkeley, and an MBA from Santa Clara University.

Jill has extensive experience advising on banking and securities laws, as well as data privacy, cybercrime, and financial crime issues. She advises on both contentious matters (including regulatory investigations, internal inquiries, and dawn raids) and non-contentious matters (including licensing and approvals, drafting client documents and disclosures, and carrying out regulatory gap analyses). Jill is also active in advising clients on emerging regulatory issues, such as virtual asset trading and exchanges, Web3, NFTs, and ESG.

She has hands-on experience in liaising with regulators; advising on regulatory compliance and implementing changes to internal practices; conducting internal investigations; and advising on corporate governance. Jill has represented clients – both institutions and individuals – in numerous regulatory investigations and disciplinary inquiries. In addition to the financial services regulators (SFC, HKMA, HKEX), she also deals with other authorities, such as the police, ICAC, AFRC, and the Privacy Commissioner.

Jill was formerly deputy general counsel at the Hong Kong Monetary Authority (HKMA) and served as in-house counsel at Credit Suisse. She has also worked in leading international law firms in Hong Kong. Her accumulated experience of over 30 years enables her to provide constructive insights into the issues and challenges facing financial institutions, listed companies, their senior managers, and professional advisers.

Professor Mohan Datwani is the first Professor of Practice at Hong Kong Metropolitan University (HKMU), an appointment built on more than three decades of leadership across international legal practice, corporate governance, regulatory engagement, and public service.

A solicitor by training, he built a leading law firm that merged into an international practice, then served as General Counsel and a senior executive of a listed multinational—advising boards on complex governance, regulatory, and strategic matters across multiple jurisdictions. Over the following 13 years, he helped transform The Hong Kong Chartered Governance Institute (HKCGI) into a recognised thought-leadership platform, advancing professional standards and governance dialogue across Hong Kong and the Chinese mainland.

He has served on major public and statutory bodies, including the Securities and Futures Appeals Tribunal and the Equal Opportunities Commission, and received the Hong Kong Institute of Directors' Directors of the Year Award in recognition of his governance leadership and public service.

At HKMU, Professor Datwani will establish a new centre dedicated to advancing governance and policy across Hong Kong and the Chinese mainland—delivering thought leadership and executive training to reinforce Hong Kong's position as a leading international financial centre. The centre launches in 2026, with strategic collaborations currently being finalised.

He welcomes engagement with all who share a commitment to governance excellence, institutional trust, and sustainable value creation.

Ricky Cheng is the firm’s Director and Head of Risk Advisory. He leads the firm’s Risk Advisory practice, specialising in internal audit management and corporate governance across Chinese Mainland and Hong Kong. With over 25 years of experience in risk and assurance, Ricky’s background spans major international accounting firms and commercial internal audit roles.

His deep technical expertise includes:

Stephen Leung is one of the founding partners of Leung, Leung & Co. Stephen has over 15 years of experience handling and advising on commercial and capital market, commercial fraud, crime and investigation, legal compliance, regulatory matters and private clients.

Commercial fraud, crime and investigation

In recent years, Stephen has represented various listed companies and their directors and provided legal advice on matters and investigations by the HKEx, the SFC, the CCB and other government agencies. Stephen has also represented the government in a criminal investigation of a listed company and its directors and senior management.

Stephen has also advised clients on white collar and other criminal cases.

Legal compliance and regulatory

Stephen provides legal advice and professional training to various listed and private companies on data security, data protection, licensing and other general compliance matters involving companies in the sector of, among others, arts and culture, education, property management, construction, manufacturing, securities, asset management, catering, entertainment and events.

Commercial

Stephen has also participated in various commercial, merger and acquisition, art investment and legal due diligence projects, which involved the preparation of due diligence report and drafting and negotiation of various sale and purchase agreements, shareholders agreement transactions and investment documents for the clients.

Capital market

Stephen has vast experience in a broad range of corporate transactions including IPO, secondary fund raising and other Hong Kong and overseas capital market transactions. Stephen was involved and successfully completed over 10 IPOs on the HKEx.

  • acted on behalf of Xingye Wulian Service Group Co. Ltd. (stock code: 9916) for its listing on Main Board of the HKEx by way of global offering. The Company was a reputable property management service provider in Henan.
  • acted on behalf of Shanghai Realway Capital Assets Management Co., Ltd. (stock code: 1835) for its listing on Main Board of the HKEx by way of share offer. The Company was the first investment fund manager to obtain approval for the issuance of H-Shares by the China Securities Regulatory Commission of the PRC.
  • acted on behalf of sponsor for the listing of Gemilang International Limited (stock code: 6163) on Main Board of the HKEx by way of global offering. The Company designed and manufactured bus bodies and assembled buses in Singapore and Malaysia.
  • acted on behalf of China Rongzhong Financial Holdings Company Limited (stock code: 3963) for its listing on Main Board of the HKEx by way of global offering. The Company was a finance leasing company serving small and medium-sized enterprises.

Vincent is currently the Managing Director of Hewlett Packard Enterprise, with over 30 years of leadership experience in the ICT sectors. His career spans global technology giants such as IBM, HP, and DELL/EMC, as well as local enterprises. He is recognised for his strategic vision, commitment to innovation, and ability to drive digital transformation across complex organisations.

Vincent is deeply engaged in Hong Kong’s technology and business communities. He is currently, Executive Council Member of the Communications Association of Hong Kong (CAHK), Chairman of the CCSS (Customer Complaint Settlement Scheme), Vice President of the Hong Kong Scout Association. He also serves as Mentor for iLeap program for HK Computer Society. His work reflects a strong focus on ESG leadership, talent development, and cross-sector collaboration. 

With a robust network spanning U.S. and multinational corporations, and trusted relationships with government and industry stakeholders, Vincent brings a global perspective and local insight to every initiative. He is passionate about strengthening Hong Kong’s position as a regional innovation hub and contributing to a vibrant, inclusive business environment.

Vivian Chow is a director of Risk Advisory Services, specialising in providing clients with assistance in their internal audit function and in meeting corporate governance requirements.

She has over 19 years of experience working with multi-national publicly and privately held organisations across a wide array of industries include working with clients to achieve corporate governance compliance, SOX compliance readiness, ERM advisory, internal audit/internal control assistance, business process re-engineering and implementation, and various regulatory compliance review including Hong Kong listed company resumptions, Foreign Corrupt Practices Act (FCPA), and Special Purpose Acquisition Companies (SPACs).   

Her wealth of experiences also extends to assisting non-profit boards and overseeing government and quasi-government with governance, compliance and internal control review engagements, as well as independent audit risk assessments. 

As a dedicated and passionate advocate for sustainability, environmental and socially responsible investing space, Vivian is also a Certified Environmental Social Governance Analyst CESGA. She is a frequent speaker of various subject matter in her practice at business and academic forums and listed and non-listed companies.

Dr Welland Chu is a distinguished cyber security and data privacy leader with over 30 years of experience advising governments, law enforcement agencies, and global financial institutions. He has shaped key developments in FinTech, Data Privacy, Post Quantum Cryptography (PQC), and Multi-Hybrid Cloud Security across Hong Kong and the region. As President of the ISACA China Hong Kong Chapter and a Standing Committee Member at the PCPD, he provides strategic leadership and advice on governance, regulatory policy, AI, PQC and cloud security. A respected educator and industry voice, he has delivered executive level security programmes and is widely recognised for his expertise in digital risk governance.

Welland holds a Ph.D. from King's College London and is certified as CISA, CISM, AAIA, and AAISM. He frequently lectures in postgraduate programs and speaks to both public and private sector audiences, including international organisations such as INTERPOL. He is a recipient of the Cyber Security Professional Award in Jan 2026.

She is the Chair of The Women’s Foundation and a member of various Hong Kong Government boards and committees, including the New Business Committee of the Financial Services Development Council. She also serves on the boards of the Ebenezer School for the Blind, University of Wollongong Hong Kong, Web3Harbour, Chevalier Hong Kong, and Zurich Life Insurance. 

Angelina is a Certified Public Accountant in the United States, Hong Kong, Australia, and New Zealand. She holds degrees in finance, accounting, business, and law from the University of Southern California, Pepperdine University, the University of Hong Kong / Manchester Metropolitan University, and Harvard Law School.

Mr. Chin heads the Risk Management and Internal Audit Function at the Sino Group. Prior to joining the Sino Group in 2024, he was a Managing Director and the Head of Internal Audit Function of Morgan Stanley Asia where he spent more than 20 years with the firm in the region. Over his 30 plus years of professional career in audit and risk consulting, Mr. Chin has been based in Kuala Lumpur, Beijing, Singapore, Tokyo, and Hong Kong, working with regulators and senior management at C-suite and board level to improve governance, internal control, and risk management practices.

Frank Ip is a technology and risk management veteran with over 30 years’ experience in financial services, cyber security, telecommunications, and data centers operation. He has held senior roles including Head of ERM at Hang Seng Bank and Senior Operational & Resilience Risk Steward at HSBC, Member Staff of the CTO Office at Huawei Technologies, and Senior VP at CITIC Telecom CPC.

In addition to his corporate leadership, Mr Ip has co-founded and served as a senior executive in multiple Silicon Valley start-ups, supporting business growth through IPOs and acquisitions. He has led global teams across Asia, Europe, and North America, working closely with CIOs, CTOs, CISOs, and business leaders to enhance operational resilience and reduce risk exposure.

Frank holds a degree in Electrical Engineering and Computer Science from the University of California, Berkeley, and an MBA from Santa Clara University.

Jill has extensive experience advising on banking and securities laws, as well as data privacy, cybercrime, and financial crime issues. She advises on both contentious matters (including regulatory investigations, internal inquiries, and dawn raids) and non-contentious matters (including licensing and approvals, drafting client documents and disclosures, and carrying out regulatory gap analyses). Jill is also active in advising clients on emerging regulatory issues, such as virtual asset trading and exchanges, Web3, NFTs, and ESG.

She has hands-on experience in liaising with regulators; advising on regulatory compliance and implementing changes to internal practices; conducting internal investigations; and advising on corporate governance. Jill has represented clients – both institutions and individuals – in numerous regulatory investigations and disciplinary inquiries. In addition to the financial services regulators (SFC, HKMA, HKEX), she also deals with other authorities, such as the police, ICAC, AFRC, and the Privacy Commissioner.

Jill was formerly deputy general counsel at the Hong Kong Monetary Authority (HKMA) and served as in-house counsel at Credit Suisse. She has also worked in leading international law firms in Hong Kong. Professor Mohan Datwani is the first Professor of Practice at Hong Kong Metropolitan University (HKMU), an appointment built on more than three decades of leadership across international legal practice, corporate governance, regulatory engagement, and public service.

A solicitor by training, he built a leading law firm that merged into an international practice, then served as General Counsel and a senior executive of a listed multinational—advising boards on complex governance, regulatory, and strategic matters across multiple jurisdictions. Over the following 13 years, he helped transform The Hong Kong Chartered Governance Institute (HKCGI) into a recognised thought-leadership platform, advancing professional standards and governance dialogue across Hong Kong and the Chinese mainland.

He has served on major public and statutory bodies, including the Securities and Futures Appeals Tribunal and the Equal Opportunities Commission, and received the Hong Kong Institute of Directors' Directors of the Year Award in recognition of his governance leadership and public service.

At HKMU, Professor Datwani will establish a new centre dedicated to advancing governance and policy across Hong Kong and the Chinese mainland—delivering thought leadership and executive training to reinforce Hong Kong's position as a leading international financial centre. Stephen Leung is one of the founding partners of Leung, Leung & Co. Stephen has over 15 years of experience handling and advising on commercial and capital market, commercial fraud, crime and investigation, legal compliance, regulatory matters and private clients.

In recent years, Stephen has represented various listed companies and their directors and provided legal advice on matters and investigations by the HKEx, the SFC, the CCB and other government agencies. Stephen has also represented the government in a criminal investigation of a listed company and its directors and senior management.

Stephen has also advised clients on white collar and other criminal cases.

Legal compliance and regulatory

Stephen provides legal advice and professional training to various listed and private companies on data security, data protection, licensing and other general compliance matters involving companies in the sector of, among others, arts and culture, education, property management, construction, manufacturing, securities, asset management, catering, entertainment and events.

The Company was the first investment fund manager to obtain approval for the issuance of H-Shares by the China Securities Regulatory Commission of the PRC.
  • acted on behalf of sponsor for the listing of Gemilang International Limited (stock code: 6163) on Main Board of the HKEx by way of global offering. The Company designed and manufactured bus bodies and assembled buses in Singapore and Malaysia.
